Flowage Easement Status

 

Out of a total of more than 560, there are around 90 Easements still outstanding (unsigned); ~60 for lakefront properties and ~30 for park lots.  At the January 3rd meeting, Council agreed to publish  the list of outstanding easements.  This list is as-of 12/31/2011 and does not include any received in 2012.

Amost everyone on the list has been contacted personally by a Council member; most promised that they would sign.  Many have been sent second copies.  With so many people gone for the winter we are having difficulty following up...

2012 Council Reorganization

 

Council is required by law to 'reorganize' the first Monday of the year following a Municipal Election [ie, even numbered years]; Tuesday if Monday is a holiday.  Monday being a holiday, Council met Tuesday, January 3rd and established the following:

Patti Dewar was elected Council President

Paul Cornez was elected Vice President

Theresa Weyant was reappointed Secretary/Treasurer and Borough Manager

Dan Rullo was reappointed as Solicitor

Somerset Trust Co. was retained as our bank/depositary.

Committee assignments are being revised.  If you would like to volunteer to serve on one of our committees, please let Patti Dewar know at CouncilPresident@indianlakepa.us.

Boil-Water Advisory for Well Two Service Area - Effective Immediately

 

This is a Boil Water Notification for the residences on the Well Two Service Area ONLY of Indian Lake Borough.

A new water regulation has been established for all water systems to require a 0.4 free chlorine residual and 20 minutes of contact time before the first water tap from a groundwater source. Higher concentrations are required for shorter times.  The Borough has attempted to meet this DEP regulation by adding chlorine only, but for Well Two this has caused too-high levels of chlorine, tell-tale smell and taste, and constant cloudy water as the chlorine interferes with other clarifying additives/agents.

Indian Lake Borough will be lowering the chlorine to pre-April levels, well below the current 1.4 free chlorine residual needed to meet the  DEP regs for Well Two.  This requires the Borough to issue a boil water notice until this issue is resolved and a permanent and approved plan of action is designed, and installed.   

Well Two Service Area ONLY is under a boil water notice until further advised. Well Two serves all residences along West Shore Trail, and West Shore Trail Extension.  All roads that intersect with any of these roads and off any of the intersected roads are also in the Boil Water Notice Area.  [Click Here for a highlighted Map]

You should use boiled or bottled water for drinking, making ice, washing dishes, brushing teeth, and food preparation. To correctly boil your water, you should bring the water to a rolling boil, let it boil for one minute, and let it cool before using.

Poor Water Quality (Buckstown Tank Service Area)

Water quality for customers served by the Buckstown Tank and Well #2 continues to be poor due to over-chlorination to meet new DEP regulations.  New regulations imposed starting in April 2011 require either higher chlorine levels or longer contact times at lower chlorine levels.  Yes, our water has been fine for 40+ years but rules are rules, even if they are brand new, and DEP once again is playing hardball.

Over-chlorination is odorous, foul tasting, and is loosening up the 40 years of crud built up in the lines rendering water that looks, smells and tastes pretty bad.  You can't drink it and many refuse to do any laundry with it; particularly whites...

We have an engineered solution; at least we think.  It meets all the written regulations.  We have gone out on a limb and purchased materials to implement this solution, and submitted (or are submitting as we go) all the appropriate paperwork to DEP.  Previous submittals were lost (or never received), so resubmittals were required and are now complete.  Unfortunately, if we proceed in series through all the wickets, the end solution will not be in place before the end of the year, and potentially not until Spring due to winter weather.  

The Borough is doing what we can, and is considering a number of short term interim fixes.  We are communicating with DEP management daily.  Our State Representative (Carl Metzgar) is involved and trying to help.

The Lake will NOT be lowered this year

This past week we received the results of a year-long study of the Lake, repeating the protocol followed in the DEP study of 2007.  One purpose of this study was to track our Lake better, hopefully keeping it "One of the Best Lakes in PA" as DEP had classed it.  Another was to track our weed abatement measures, such as the periodic draw-downs, and stay ahead of the kind of damage nearby Lake Shawnee experienced in 2004, attributed after-the-fact to too-frequent draw-downs for weed control.  To see the full report, Click Here.

To allow time to plan for seawall and dock work during a draw-down, the Lake will not be drawn-down until next year at the earliest.  Council hopes to make a determination for next fall quickly so that planning can begin.

 
Recycling

Reese's Sanitation has placed a new large recycling roll-off north of the Borough Building for our use. Compartments are marked:  Newspaper ONLY in the first, knocked down cardboard boxes in the second and aluminum in the third.  Please follow these few simple rules.

New Trash Collection Contract Awarded

 

Effective July 1, Reese's Sanitation will begin trash collection service for Indian Lake Borough under the terms of a new contract awarded by Council on Wednesday, June 22nd.

Trash collection will remain on Monday mornings, beginning around 5:00 a.m.  Since the first Monday in July is the 4th, holiday arrangements apply and service will actually begin Tuesday, July 5th.

The agreement calls for curb-side or back-door pick up at the same rate; $10.87 per month for 2011-2012.  This represents a savings of nearly $20 per quarter and no premium for back-door service.  Back-door pickup is by specific and advance arrangement only.  Commercial and dumpster rates are also available at a fixed low rate.

If you have a photo you would like to see used as the 'banner' for the new Borough web site, please send it to us and we can crop and edit it to fit.  The perfect width is between 880 and 900 pixels, and short enough that it won't take up much of the screen.  It takes but a minute to update, and seasonal or topical pictures can add some spice to an otherwise boring page.
